Warren Suss, President
Warren is a nationally recognized expert on the government information technology marketplace. He has led hundreds of federal network and information technology consulting projects in the development and implementation of win strategies for large, complex opportunities.
He has extensive experience in opportunity shaping, teaming strategies, solutioning, and in all phases of proposal planning, management, writing, and reviewing.
His articles have been published in the Harvard Business Review (featured article, "How to Sell to Uncle Sam"), the Handbook of Business Strategy, Federal Computer Week, and Government Computer News. He is frequently quoted on federal technology issues in industry trades and the national press, including the Wall Street Journal and the Washington Post.
Under Mr. Suss’ leadership, Rory Kinney (Defense), Jim Glowacki (Civil), and Mark Orndorff (Cyber) head our capture engagements; Bill Reap (Technical/Management) and Pete Alpaugh (Price) head our proposal efforts; and Alex Filoteanu heads our market analysis projects.
Rory Kinney Leads Suss Consulting’s Defense Capture Practice.
He heads the Suss team of DoD subject matter experts that support client IT service and infrastructure solution development, capture strategy, and proposal development. He served as DISA’s SES executive leading their data center, cloud, enterprise-wide infrastructure, voice, software, and mobility services, which generated $1.1B in annual revenue. Mr. Kinney served as the Acting Deputy DoD CIO for Information Enterprise, responsible for the strategy, design, and oversight of enterprise-level computing, DISN transport, portfolio management, and C2 systems, including the baselining and consolidation of over 20 Fourth Estate agencies. He was Deputy J6 and Distribution Portfolio Manager for C4; Chief, Distribution Enterprise Architecture Division, C4 at USTRANSCOM; and Chief, Architecture and Standards Division, Office of Warfighting Integration, Secretary of the Air Force.

Mark Orndorff Leads Suss Consulting’s Cybersecurity Capture Practice.
He heads the Suss team on client projects focused on cyber solution development, DoD cyber require-ments analysis, and capture and proposal support for DoD cyber contract opportunities. Mr. Orndorff served as the Mission Assurance Executive, the top cybersecurity position at DISA. He led DoD cyber systems and services acquisitions, including the implementation and sustainment of DoD enterprise capabilities, the certification and accreditation of all DISA and DoD enterprise systems, and the development of the DISA cybersecurity strategy.

Kathie Terwilliger Leads Suss Consulting’s Civil Capture Practice.
She heads Suss Consulting’s civilian agency specialists on client assignments in opportunity capture, proposals, sales, and marketing. Ms. Terwilliger is Is a business development veteran with a 30-year track record of success designing strategies and tactics to capture billions of dollars in opportunities across cabinet-level civilian agencies, including victories on major GSA, VA, DoD, and IC network services contracts. She served as a senior executive with federal sales responsibilities as Vice President of Civilian Sales at AT&T Government Systems; Regional Vice President at Sprint; Vice President of Sales, DoD and Civilian Agencies at Avaya; and Vice President for Civilian Agency Sales at Juniper Networks.

Bill Reap Leads Suss Consulting’s Proposal Support Practice.
With over 25 years’ experience as Suss Consulting’s proposal lead, he has prepared over 200 proposals with a success rate of over 90%, resulting in billions of dollars in contract wins for Suss clients. He leads, writes, edits, and reviews proposal content and helps client teams develop effective technical and management win strategies. He’s worked across a wide range of market segments and technologies including civilian and defense networks, satellite services, command and control systems, engineering services, and staff augmentation.

Pete Alpaugh Leads Suss Consulting’s Proposal Pricing Practice.
With over 25 years’ experience with Suss Consulting working across market analysis, capture, and proposal projects, he leads assignments on requirements analysis, contractor question preparation, basis of estimate development, competitive pricing, teaming and subcontractor negotiations, risk and sensitivity analysis, price volume preparation, and compliance auditing.
